Healthcare Proposals of Democratic American Presidents: From FDR to Obama
An analysis of healthcare policy of American Democratic presidents, from FDR to Biden.
This is an analysis and not a criticism or critique of healthcare policy oof Democratic presidents. FDR, TRUMAN, and KENNEDY all proposed universal coverage for all American citizens. Lyndon Johnson tried to ppush for it, but only got partial universal coverage for all American senior citizens via Medicare. Medicare is federal health insurance for anyone age 65 and older, and some people under 65 with certain disabilities or conditions. Medicaid is a joint federal and state program that gives health coverage to some people with limited income and resources.
Seemingly in a step back, Carter proposed more limited health insurance reform—an employer mandate to provide catastrophic private health insurance plus coverage without cost sharing for pregnant women and infants, federalization of Medicaid with extension to the very poor without dependent minor children, and enhancement of Medicare by adding catastrophic coverage.
Bill Clinton – According to an address to Congress by then-President Bill Clinton on September 22, 1993, the proposed bill would provide a “health care security card” to every citizen that would irrevocably entitle them to medical treatment and preventative services, including for pre-existing conditions.
After the failure of Bill Clinton’s plan, the party overall seems to have a adopted a more conservative approach. Obama, started off advocating a universal/single payer system, but managed to get his Afforable Care Act Passed, which essentually made private health insurance more aafforable for more people, while also using government funds/subsidies to pay for low income Americans.
