An issue paper is an informative and focused piece that aims to persuade the reader to follow a specific course of action. Consider the following four parts.
Describe the issue and explain why it needs immediate attention. Explain the impact it has on social, economic, or/and political life of a country? Why is the current approach toward the issue improper or failing? Or, why is the issue not confronted at all?
Identify the main causes behind the issue and place them in historical context. Reflect on key historical trajectories that help us better understand the state of the issue. Compare historical trajectories across different contexts and show how they inform different policy choices or approaches.
Discuss alternative approaches to deal with the issue (compared to the one already adopted by the country), and their impact these alternative approaches might have in the society. Elaborate on the objectives, costs, and benefits of each alternative approach. Ideally, discuss at least two alternative approaches.
Issue papers should recommend a clear plan of action with recommendation to address the issue. This plan could be a very specific one or something that combines parts from alternative approaches. It needs discuss the necessary changes that must occur, the actors needed to perform change, and the details of the change process. For example, what needs to change right now in regard to immigration? What must happen? How would that process look like?
