The goals of environmental policy and our concern for the poor inevitably conflict. The burden of any attempt to improve the environment necessarily falls disproportionately on the poor. Prepare a two- to three-page paper (not including the title and reference pages) on the following:

Two more weeks left to go for this course! Just a few reminders for your final paper, make sure that you include a short introduction and a conclusion. The introduction should start off with a sentence that grabs the reader’s attention. You should include a section that lets the reader know what to expect in the rest of the paper, or the questions you will be addressing.
The last sentence of the introduction is the thesis or purpose of the paper. The conclusion should begin with a restatement of the purpose or thesis statement and synthesize the main points of your paper in the conclusion.
Also, in your paper, when you state your ideas or arguments you should follow those up with citations of support from a credible source, and try to avoid websites like Investopedia, or Wikipedia.
Make sure to include the citation (Author, year, page or paragraph number). If you are beginning to work on your final papers make sure you review the student guide for the requirements such as your paper should be 10 – 12 pages long not including the title page and reference pages.
The main question you will be addressing is: What role should the local governments provide with regard to alternative solutions or reduction in development impact fees given the positive externality that is provided by these new developments? It is highly suggested you use heading to enhance the organization of your paper and that you cover all of the topics. A highly recommended outline:
This week we will be reviewing chapter nineteen of your text. Your first discussion question is on pollution and local economies. You will be discussing how local pollutants can affect housing prices. Tietenberg and Lewis (2012) provide an example of this on page 540 of your text.
The authors also describe the “Love Canal” incident in your text which I actually grew near that area and know about housing prices plummeting and neighborhoods being evacuated, “The site became the center of controversy when, in 1978, residents complained of chemicals leaking to the surface.
News reports emanating from the area included stories of spontaneous fires and vapors in basements” (p. 508). The authors go on to explain the unhealthy medical issues in that area. This incident was due to Hooker Chemical dumping waste chemicals in the ground in that area.
This again destroyed the home values of that area. Attached are a couple articles on pollution and home values to help with your responses.
Your second discussion question is on organic farming. Basically you will be discussing whether the higher prices of organic products are justified, sustainable and if the government should put taxes on non-organic farms to create a safer environment for the workers.
Tietenberg and Lewis (2012) state, “The organic food industry is the fastest-growing U.S. food segment. Acreage of certified organic cropland in the United States more than doubled between 1992 and 1997 alone” (p. 274).
The authors further explain how consumers are willing to pay more for organic food, “A recent source of encouragement for organic farms has been the demonstrated willingness of consumers to pay a premium for organically grown fruits and vegetables” (p. 274).
Attached is an article on the economics of organic farming that will help with your responses.
Your weekly assignment is a paper based on environmental policy and low income. Tietenberg and Lewis (2012) review why low-income communities are targets for pollutants in chapter nineteen, “Low-income communities become attractive as disposal sites not only because land prices are relatively low in those communities, but also because those communities will typically require less compensation in order to accept the risk” (p. 521).
The authors then go into environment justice and policies. Make sure to review this section as you prepare your paper. Also see the below interesting video.
