Effective vaccines are one of the greatest public health triumphs. Vaccination are an individual action that has public implications. (See YouTube video re: herd immunity (Links to an external site.)) However, vaccination compliance has started to decrease over recent decades in some public sectors.
Laws and regulations to protect the public may be seen by individuals as an infringement on individual rights. North Carolina law requires children in K-12 schools to have all required vaccinations unless there is a medical or religious exemption. While some (~15) states allow exemptions for personal or philosophical beliefs, North Carolina does not. While courts have historically supported public health laws (See Jacobson v Massachusetts), the rates of vaccine compliance still continue to decrease.
