Public Administration is a field that is constantly evolving and adapting to generational and technology changes, in addition to the demands and needs of the public in which they serve. Refining public administration is imperative to ensure the need of the public are met and that the administration is providing public employees with the resources so need.
There are several theories that focus on the ever-changing concept of public administration. The New Public Management Theory (NPM) discusses how public managers are personally responsible for results.
Problem areas in this theory include implementation problems in performance management (Liberty, 2020).“The new public management comprehends a cluster of theories and studies regarding the modernization of Pas through the introduction of specific management logics belonging to the private sector” (Iacovino, Barsanti, & Cinquini, 2015, p. 62).
The New Theory for Public Service Management focuses on the concept that public goods are not products, but rather services. Citizen engagement and transparency from public administration is paramount in the theoretical concept. Community engagement programs such as Citizen Advisory Councils allow the public to participate in the public administration.
Dr. Kahlib Fischer (2010) stated: “Customers have come to expect a constant rate of improvements among products and services, and a wide array of products or services from different companies from which to choose” (p.81). This concept applies to public administrations, if they do not continue to update and improve based on community needs, they will eventually no longer be of service to the community in which they were intended to serve.
The New Public Service Model is based on active and involved community citizenship. A government allowing public input through public forums, creating partnerships with community organizations and stakeholders, and allowing transparency and partnership with the public is the foundation of this theory.
Proverbs 26:28 “A lying tongue hates its victims, and a flattering mouth works ruin” (NIV). If a government were to act as a non-profit organization and create a bond with the public and community in which they serve, the citizens of that community will create a bond with the government administrators and they can tackle community issues as a unified collaboration.
Challenges a would-be statesman may face in a public administration adaption would be the resistance to change. There is a saying amongst government workers….what are two things government workers do not like? Change and things staying the same.
Dr. Kahlib Fischer (2010) discussed overcoming resistance to change in public administration. The biggest challenge a would-be stateman would have to overcome would be the lack of buy-in by employees for the potential change.
Some covenantal behaviors that may help overcome the resistance are open communication throughout government, an open dialogue with employees, participatory decision-making, and empowering employees of all ranks (p.82). Proverbs 9:8 “Do not reprove a scoffer, or he will hate you; reprove a wise man, and he will love you” (NIV).
