Part 2: Short answers
Once you finish your presentation, I would like you to respond to the two questions below. Here is your chance to reflect on the Duluth assignment in the context of the rest of the course. I am expecting complete, well-crafted answers. Oh, and I won’t read more than 500 words each. So again, you will want to give some thought to your answer and how you present it. If there is a reason to include a figure or table, that doesn’t count against the word limit. That said, I don’t know if you will need to include a figure or a table.
Question #1 The global pandemic.
If you didn’t notice, this budget was completed on March 5, 2020. A ton of work went into it. Can you imagine what the budget people were thinking 15 days later when the world shut down because of Covid? My question is this: Imagine it is July 28, 2020 – just a couple of months after the budget was adopted but the world and the economy in an entirely different place. As the Mayor’s budget advisor, what are you worried about? What does the Mayor need to know or worry about? How might the current plans/projections change?
Question #2 Investing in the recovery.
Ok, now we fast-forward to 2022. The federal government has pumped a bunch of money into states and cities. Duluth now has an additional $35 million to invest. How should the Mayor think about that money? What are the types of things that might be sensible investments? How do you decide? (Pro tip: if you suggest putting the money into building a minor league baseball stadium, I might have to fail you!)
