Read the following scenario and answer the questions
Luis Francisco is the leader of the Almighty Latin Kings and Queens Nation. He was convicted of murder in 1998 and sentenced to life imprisonment plus forty-five years. Luis Francisco’s life has been filled with displacement, poverty, and chronic predatory delinquency. The son of a prostitute in Havana, at the age of nine he was sent to prison for robbery.
He had trouble in school, and teachers described him as having attention problems; he dropped out in the seventh grade. On his nineteenth birthday in 1980, he emigrated to the United States and soon became a gang member in Chicago, joining the Latin Kings.
After moving to the Bronx, he shot and killed his girlfriend in 1981. He fled to Chicago and was not apprehended until 1984. Sentenced to nine years for second degree manslaughter, Luis Francisco ended up in a New York prison, where he started a prison chapter of the Latin Kings. As King Blood, Inka, First Supreme Crown, Francisco ruled the two thousand Latin Kings in and out of prison. Disciplinary troubles erupted when some Kings were found stealing from the organization.
Infuriated, King Blood wrote to his street lieutenants and ordered their termination. Federal authorities, who had been monitoring Francisco’s mail, arrested thirty-five Latin Kings. The other thirty-four pled guilty; only Francisco insisted on a trial, where he was fund guilty of conspiracy to commit murder.

In 1991, when Steven B. was a 16 -year- old high school wrestler, he and a teammate raped and severely beat a young girl who asked them for a ride home from a party. Though never in serious trouble before the attack, Steven was involved in an ongoing pattern of school misbehavior, substance abuses, and pety scrapes with the law. Those who knew him recognized that he had a short attention span and poor study habits, and he seemed to be impulsive and lacking in self-control.
There were allegations that he was sexually aggressive and tried to force himself on young girls, but no formal charges were ever made. While out on bail, Steven escaped to Europe with the help of his wealthy parents. After wandering the continent for two years, he settled in a small French town. There, Steve, now known as “Paul”, established a thriving wine shop, became a respected community member, married a local woman, and fathered tow children. He even served on the town council. However, after more than a decade abroad, Steven’s true identity became known when he was involved in a minor traffic accident.
After some negotiation, French authorities turned him over to American authorities, and he has been returned home to face the outstanding charges. Steven now asks that you pardon him so he can return to his home and family. He argues that his friend, who was convicted of rape and served time in prison, was the one who actually attacked the girl.
Steven claims he merely held her down and prevented her from escaping; his friend substantiates the story. He now realizes he was wrong, but he points out that he has liven an exemplary life for the last 10 years, that his family needs him, and that he poses no danger to society. He has offered to apologize to the victim and make financial restitution before returning to France.
Questions
